For wheelchair users like us who travel by air, the following points should be noted.
1.effective March 1, 2015, the "Measures for the Administration of Air Transportation for Persons with Disabilities" regulate the management and services of air transportation for persons with disabilities.
Article 19: Carriers, airports and airport ground service agents shall provide free mobility aids for persons with disabilities who have the conditions for boarding and deplaning, including but not limited to accessible electric carts and ferries in the terminal building, from the boarding gate to the remote aircraft position, as well as wheelchairs and narrow wheelchairs for in-flight use at the airport and during boarding and deplaning.
Article 20: Persons with disabilities who have the conditions for air travel may use the wheelchairs at the airport if they consign their wheelchairs. Persons with disabilities who are eligible for air travel and who wish to use their wheelchairs at the airport may use their wheelchairs to the passenger door.
Article 21: If a disabled person who is eligible for air travel cannot move independently in a ground wheelchair, boarding wheelchair or other equipment, the carrier, the airport and the airport ground service agent shall not leave him/her unattended for more than 30 minutes according to their respective responsibilities.
Article 36: Electric wheelchairs should be consigned, with the conditions of air travel for the disabled consignment of electric wheelchairs, should be delivered 2 hours before the deadline for ordinary passengers to check in for air travel, and in line with the relevant provisions of dangerous goods air transport.

To apply for a ground wheelchair, you generally need to apply at least 24-48 hours in advance or call the airport or airline to apply. After checking in their own wheelchair, the injured passenger will change into a ground wheelchair and will generally be led through security via the VIP lane to the boarding gate. The in-flight wheelchair is picked up at the gate or cabin door to replace the ground wheelchair.
Passenger wheelchair. A passenger wheelchair is a wheelchair provided by the airport or airline to facilitate boarding for passengers who cannot get up and down the stairs on their own if the plane is not docked at the corridor during boarding.
Applications for passenger wheelchairs generally need to be made 48-72 hours in advance by calling the airport or airline. Generally, for passengers who have applied for an in-flight wheelchair or a ground wheelchair, the airline will use a corridor, lift or manpower to help passengers get on and off the plane.
In-flight wheelchair. An in-flight wheelchair is a narrow wheelchair used exclusively in the aircraft cabin. When flying long-haul, it is very necessary to apply for an in-flight wheelchair to help get from the cabin door to the seat, use the bathroom, etc.
To apply for an in-flight wheelchair, you need to explain your needs to the airline company at the time of booking, so that the airline company can arrange in-flight services in advance. If you do not indicate your need at the time of booking, you must apply for an in-flight wheelchair and check in your own wheelchair at least 72 hours prior to your flight departure.
